The Village Administrative Offices will close at noon on Friday, March 30th in observance of the Good Friday holiday. Recyclable collection will be provided as scheduled on Friday, March 30th.
The Village of Versailles will soon be starting construction on the S. Center St. Waterline Replacement Project. The purpose of the project is to install approximately 1000 lineal feet of 12” water main along the West side of S. Center St. from Marker Rd. to the Elmwood Dr. intersection as well as installing approximately two hundred and fifty feet of new 8” water main along the South sides of Stevenson Dr. and Woodland Dr. from S. Center St. This project was publicly bid with Village council awarding the contract to M&T Excavating, LLC of Bradford, Ohio at a price of $241,616.01.
This project was deemed a necessity due to numerous water main breaks over the past several years in the project area. According to Village records, the existing 10” cast iron water main was installed in the late 1960’s along S. Center St. A section of cast iron water main South of Elmwood Dr. was replaced in 2012 also due to numerous breaks. The Ohio Department of Transportation (ODOT) plans to repave this section of S. Center St. (SR 185) from Marker Rd. to St. Peter Rd. in the second half of 2018. With new pavement planned, it was decided by Village Administration and Village Council to move forward with this project as a 2018 Capital Improvement Project to help minimize the risk of future water main breaks resulting in damage to the new asphalt surface and water service outages to customers in the area.
In addition to the water main replacements, the contractor will be replacing all water services, fire hydrants, and valves in the project area. For properties along the East side of S. Center St. and a few on Stevenson Dr. and Woodland Dr., water service locations will be moved from the rear of their home to the front to allow for connections to the new mains. These relocations are due to the need to retire and abandon the existing 6” water main that is currently located in a rear North/South alley way at the rear of the homes facing S. Center St. This existing 6” transite water main was installed in the 1950’s and also has a history of breaks.
The project contractor intends to start on the project the week of March 12th. Traffic will be restricted along S. Center St. in the project area during working hours, with one lane of traffic maintained at all times with the use of flaggers. Traffic will likely be especially congested during school start and end times during the week. It is likely that street closures may be required on Elmwood Dr., Stevenson Dr., and Woodland Dr. during working hours for construction activities with the contractor tasked with allowing vehicle access to those residents included in the closure areas.
The substantial completion date for the project is June 1, 2018 which requires that all water main, water services, asphalt repairs, driveway repairs, and sidewalk repairs are complete. The final completion date for the project is June 29, 2018 and requires the completion of all final seeding and mulching of lawn areas disturbed as part of the project.
This project is being 100% locally funded by the Village's 1/2% income tax that is only used for street and related infrastructure improvements. Without the tax levy dollars of the 1/2% income tax, large scale capital improvements such as this one would not be possible. Starting the week of March 5th, Village personnel will be marking trees with yellow ribbon in street right-of-way in need of routine trimming as part of the 2018 Street R.O.W. Tree Trimming Project. This annual project is at no cost to residents or property owners as the Village contracts with a tree trimming contractor to perform all of the necessary work that is located in street right-of-way. Trees are usually uplifted, thinned, and shaped to ensure property growth and adequate clearance for pedestrians and motor vehicles. The marking of the trees is meant to assist property owners and the tree trimming contractor in identifying which trees are planned to be trimmed. The areas slated for tree trimming this year are areas North of the railroad tracks, Reed Ave., Hubert Dr., Callaway Ct., and a portion of Woodland Dr. Eagle’s Tree Service out of Piqua has been awarded the tree trimming work for 2018. Letters to all property owners who will have trees near their properties trimmed have been sent advising them of the impending work. Utility crossing work through S. Center St. between Woodland Dr. and Cambridge Dr. is slated to begin March 7th. The Village of Versailles Street Dept. will be working with Bohman Excavating to install approximately 1400 lineal feet of sanitary sewer main and water main from S. Center St. through an easement to a parcel of ground along Klipstine Rd. for a new residential subdivision. Traffic will be restricted to one lane of traffic with the usage of flaggers while the crossings are made. The first crossing for the sanitary sewer main is slated for March 7th and will likely take most of the day to perform. A second crossing for the water main will be performed at a later date yet to be determined. The Village appreciates everyone’s patience and cooperation while these improvements are made.
